About the Registrar

The Registrar is an independent office holder, responsible for keeping and publishing the Register of Consultant Lobbyists.

The Registrar’s responsibilities include:

  • setting up and managing the statutory Register of Consultant Lobbyists
  • making sure that the industry is following the requirement to register
  • publishing detailed guidance for industry about their duties under the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014
  • publishing an Annual Statement of Accounts

The Registrar is Harry Rich.

Harry Rich is Chair of the Intellectual Property Office, Chair of the Valuation Tribunal Service, governor of the Glasgow School of Art, an executive coach and business advisor. He is the independent chair of the Press Recognition Panel’s Audit & Risk Committee, a non-practising solicitor, Companion of the Chartered Management Institute and Fellow of the Royal Society of Arts.

Harry was Chief Executive of the Royal Institute of British Architects and of Enterprise UK, Deputy Chief Executive of the Design Council and developed and sold two businesses. He has been a board member of the Advertising Standards Authority, the UK government’s Creative Industries Council and the US-based Design Management Institute.
