Summary of Rationale for Decision

Mr Amersi’s representative provided unequivocal and complete written assurances that no payment was received for his communications regarding Oxsed. Under the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014, consultant lobbying is ‘in the course of a business and in return for payment’.

24 May 2023	Formal letter from the Registrar to Mr Amersi giving background on the requirement for registering and asking if his activities fall within the criteria to be registered with particular reference to, but not limited to, his communications with ministers regarding Oxsed.
14 June 2023	Following no response nor confirmation of receipt, a copy of the Registrar’s 24 May letter was re sent, with a cover letter.
